On October 29, in Strasbourg (France) opened the 25-th plenary meeting of the Congress of Local and Regional Authorities of the Council of Europe, in its work take part the Crimean delegation, headed by the Chairman of the Supreme Council of the Autonomous Republic of Crimea Vladimir Konstantinov.
